Is malakoff mederic obligatory?

I received a letter from malakoff mederic, for retraite complementaire - is this complementary or is it obligatory? I thought it was complementary from the name and than I thought CIPAV dealt with that, but it mentions in the letter that if I do not chose ARRCO or AGIRC they will assign one for me.
