Is it possible to operate a shop as a private members club?

Whilst waiting the 6 months required for an ERP, is it possible to operate a shop as a private members club dealing with registered members only? Would it mean that the shop was no longer considered as a public space under the rules governing ‘entrprises recevant public, meaning that the shop could operate in this way until ERP clearance is received?
