Is it possible to change to the taxe regime of auto-entrepreneur?

I have just joined this site in the hope that you can help me in my quest to change to the taxe regime of auto-entrepreneur. I registered my business in 2007 at the chambre de metiers in perigueux and I am registered as painting/decorating, plastering tiling, kitchen and bathroom installations etc and as batiment gereral. I went straight into reel simplifie and in january 2009, I opted to change my taxe regime to micro social fiscal. I am still waiting for this change to take place, 16 months later.

I have wrote to RSI many times and never received a reply! I have spoken to Mr Labrousse, who is the accounts manager for RSI/URSAF in perigueux, and he has confirmed that he is aware that I have requested to change to micro social/fical taxe regime, however he has informed me that as I understand it, i was given by mistake at the time of registration, 2 numbers instead of one? Whether this is social security or siret numbers i dont know, but he has informed me that until the situation has been resolved, it is not possible to change my regime.

I had two emails from him last year telling me that he expected to make the change in October 9, but nothing happened. Another email stated that he was now in receipt of the required paperwork to make the change and expected to have this done before the end of 09. I am still waiting.
