Is it normal for RSI to ask for a copy of my birth certificate and passport twice?

I got a letter from the RSI Assurance Maladie Professions Libérales on 28 September from boulevard de la Bastille, Paris, asking for birth certificate, official translation apostille and copy of passport. As I needed a copy of my birth certificate with my parents’ names (mine doesn’t have this) I haven’t responded yet.

Today I got another letter from RSI, this time from La Pleine Saint Denis, correspondence address in Auray, asking for virtually the same information, but not translated. I have responded to this sending a copy of my passport and a copy of the birth certificate I have. Is it normal for the RSI to ask for the same information twice?
