Is conges Intemperies a scam?

I haved received a letter from Conges Intemperies BTP asking me to complete a questionaire giving details of siret number, activities and if there is anyone receiving a salary. With so many scams about is this something I should be filling in and returning? Also, the health care rulings have recently changed in that the EU have said that everyone in France is entitled to health care. Could you confirm if this has changed the auto-entrepreneur rules as before you had to show some earnings within the first 2 years to stay on the scheme?
