Is Bilan Pedagogique et Financier an annual form?

I’ve been sent a letter from DIRECTE saying to send an annual cerfa 10443 *11 et sa notic 50199*11. I have completed a similar form when I first started giving client details for training. Is this an annual form then I am supposed to complete? And would I be submitting last year, 2011 or this future year, only I don’t know all the clients I will have this year.
