Is a social security number required to register a business in France?

UK citizens on VLS TS long stay - profession liberal, micro-entrepreneur, me: commercial and my wife: intellectual.

We have validated our visas and have been told that the visa in the first year acts as our Cds and that we are free to create our businesses.
However, when we try and register our business to gain the SIRET number we can’t do it as we need a social security number which we do not have or can not find. Are we on the incorrect site: INPI?

We are now confused and unsure if we can set up the business yet or not? I’ve tried looking through past questions but cannot find the answer to this…
