Increasing Gite Capacity over 15 people - ERP regulation

I currently have a gite with a capacity of 15. I would like at some stage to expand this as the property could cope with 22 people. I understand that this then falls into ERP territory. Is there in existence a simple-to-follow guide that would allow me to do my own appraisal as to whether this would be viable?
2) In the meantime would I legally be able to provide secondary accommodation on the site by way of a Winebago with its own independent facilities capable of sleeping 4 guests? Would this be independent of ERP regulations as the occupants would not be sleeping in the property.
