How do we set up mobile catering in France?

I’m setting up a mobile catering business for chalet’s in France, looking to start this winter.

We don’t live in the France, only working there for the winter season. I need advice on registering the business - whether it has to be in the UK or France, to comply with French tax laws?
So far no UK insurance company that will cover us for working in France, we need public liability insurance or similar, what kind of cover are we looking for and could you recommend any companies?
Are there any licences we need to get to serve food and drinks?
