How do I register as an auto-entrepreneur?

I am going to be teaching English (privately) but I’m a little confused about where to register and in what order. I will be setting up as auto-entrepreneur, but I understand that before I can do that I first need to have a SIRET number? Where and how do I get this if I will be teaching English? Also, I didn’t qualify for an E106 form due to the fact that I hadn’t paid enough contributions in the UK. This means that I currently have no health care here in France. As an auto-entrepreneur, at what stage am I entitled to a Carte Vitale and what level of cover will I get? For example, I haven’t started working yet so haven’t started making money - I assume it is only once you have a turnover that you are entitled to health cover?
