How do I get a TVA number for a business in France?

I saw a recent comment of a similar issue I have, i.e. obtaining a taxe sur la valeur ajoutée (TVA) number for my business in France. The business registration you helped me set up states that TVA is non-applicable en franchise de TVA. So how do I need to go to get this TVA - Impots? How do I get in contact with them?
