How do I claim on my business training allowance?

I have been informed that as a micro-entrepreneur business registered in France that I qualify for a training budget. I would like to go on a course, and wondered how I go about claiming.

Do I have to attend the course first, and then claim back, or can I claim in advance?
I’m not aware of any paperwork I have received about this. Who do I contact?
What organisation provides the budget?
Where can I find the relevant forms to fill in?
