How do I apply the one customer rule for a business registered in France?

I am a freelance business consultant in France and now my contracts are generally six to twelve months long. I get my projects through consulting / recruiting companies with which I have a contract, but work on-site at the customer in Europe (outside France). So far I have been working for a customer only once, but could have multiple contracts from one agent in one year.

Scenario: I have only one contract in a calendar year = one customer or I have two contracts, two different customers but both contracts are from the same agent = one customer?
What kind of business structure can I use to set up a business in France?
