How do get a sworn translation of a birth certificate?

I sent a copy of my husband’s Birth Certificate to the RSI, but they have returned it and are asking for sworn translation by the courts, how do I go about getting this? I did not have to provide this so cannot understand why they are insisting on it for his registration with the scheme.
