Health care in France for visitor’s visa

We originally considered starting a business as a micro entrepreneur and dependent spouse, but given the changes to the healthcare law, I am now curious whether working status is still required for admission to the healthcare system. If my husband and I qualify financially for a long-stay visitor visa, will we be admitted to the healthcare system? Or would we be required to be entirely covered by private-pay insurance?
