Has the auto-entrepreneur tax rate increased?

I have received a form Déclaration Timestrielle de Chiffre D’affaires from the RSI. It states that the Date limite de Reception is the 31st of October which I believe is correct as I declare my first two quarters in one declaration. However I have also received an e-mail which states that I must make a 2nd quarter declaration before the 31st July so which is right?

Also I notice on the paper declaration that the Prestations de Services Commerciales ou Artisanales tax is set at 26.3% but I was told it was 23%. Has this changed?
