Funding allowance for micro entrepreneur?

I am an micro entrepreneur. I read somewhere a few months back somewhere ( I cannot recover the article.) about funding / allowance for learning a skill for going into a business and that it can be claimed back in the first year of business. It there such a thing? if so is there a name?
