French bank options for AE without carte de sejour

We discussed this once, but things seem to have changed a lot. What are the options now of creating a bank account without a titre de sejour?
Shine used to accept Pass. Talent visa, but they refuse to do now, they need at least a récépissé.
I checked with a number of online banks and all off them require a carte de sejour for non-EU citizens. I checked with Shine, Qonto, Finom, Blank, Anyti.me - all said no.
For someone coming with a Pass. Talent visa, this is a catch22 situation - the banks require a cart de sejour to open a bank account and the prefecture asks for a bank account with 30K E deposit (as one of the proofs of investment) to issue a carte de sejour.

Any other banks you can suggest to try?
