Fire regulations for rented space?

I was advised, by an estate agent, that having small groups of people in an office for consultancy / training might be considered a school and would require a fire exit under current regulations. I find this hard to believe as a school seems to be defined as a place where people study for the national curriculum. Cannot find much on these regulations and offices with fire exits tend to be bigger and therefore more expensive. I was wondering if you or anyone else reading this post, has come across these regulations.
