Fee for setting up auto-entrepreneur offline?

I spoke to my local Chambre de Metiers who said they would send me the application form in the post to register for auto-entrepreneur. They advised me what I would need to send back with it and also said there was a fee of €79.00. Is this correct as it seems if I filled the form on line it would be free. Can you clarify please.
