Expanding to become a tutoring agency?

I am thinking of expanding my current tutoring website to become a tutoring agency, in which other tutors would work through the agency and pay a small commission to the site per lesson. I think, at present, it would be best to add this to my auto-entrepreneur, but I have the following questions.

What organisation I would come under, I am currently with URSSAF?
With probably quite high advertising revenues, especially at first, would it be better to be on a regime in which I would only pay on my profit - if there is such a thing?
My tutors would be based in the UK, although I’d run the agency from France. Does this mean I have to declare in France, or can I choose to declare in UK?
