Exoneration ACCRE?

I am trying to pay my first declaration and your video has been very useful but I am unsure of being eligible for exoneration and if so how will this affect our future. The way I am reading it is that we can pay less if we want, if this is the case surely every one will tick the ACCRE box - if so do we just work out 5.3% instead of 23%? Also I am having lots of paperwork from PRO BPT I am not sure what I have to do with it.
