Erroneous demand for CFE payment?

I have received a demand for Cotisation payment, which the letter says includes a late payment fee. In fact, I submitted the appropriate form in December, as requested, based on your translated version, and have received no correspondence since. Furthermore, I only started work in France on 4th July as an AE, and I understood that CFE was not payable in the first year anyway. I am going to reply to them with this information, but can you confirm that I should have nothing to pay and suggest anything to add to the letter?
