Employing a remote worker

I plan to hire a remote worker (freelancer with around 20 hours a week load ) in a different country (non-EU/ECA) and pay him a monthly salary. Do I need any formalization of such a contract?
Can this salary be deducted from the income (when/if I switch to relevant taxation model)?
