Drafting a French business proposal

I am ready to send a business proposal to a potential client, but I’m not sure how to write it for a French business. Is there a particular structure to use? Things that must legally be included? For example, I don’t need to charge VAT yet, so I believe that has to be mentioned?

Also, how specific are French business proposals, usually? I tend to get incredibly detailed, but I sense that being specific enough but not too specific is better. For example, if I am structuring website pages for SEO, I can say “Structure and optimize 10 website pages for SEO”, and then give the price. Should I leave it at that, or should I detail it out with everything I plan to do?
