Does the landlord or tenant pay the notaire fees?

We are looking at renting a bar, and the negotiation stage is near completion. However, the notaire of the landlord says that we, the tenants to be, have to pay all of the fees for the transaction. Our Chamber of Commerce says it is normally the landlord who pays. As this is quite costly can you please advise what is normal or can the fees be split?
