Does my mother need to pay for a Mutuelle?

My mother is 87 years old and came to live with us permanently in France last year. She has the appropriate form which allows her access to the French state health and this will be paid for by the UK until her death. What I would like to know, please, is should she pay to have a Mutuelle cover for the difference that is not covered by the French Health? Her pension income per month is approximately €950 per month, so I expect this is above the threshold for non-contribution? Some of her medecines are covered 100% because of a long-term condition, so the regular cost for these are not too high. Obviously what I am concerned about is the cost of any hospital stay without mutuelle cover. What happens if you are very old, go into hospital and don’t have a mutuelle and cannot afford to pay?
