Do I need to register a business here in France and when?

Have been resident in France since 1998. Pay taxes here and am in the system for health etc. I started an online tutoring service for children worldwide in January 2016. Expect to gross 25,000 euros this year. If I register a business here in France do I start as of now or can I go back to January?
