Do I need to provide a devis each time I do work?

I have been advided by another auto-entrepreneur that I must provide a devis each time I do work for clients. She mentioned it must be signed and dated before commencement of work otherwise the invoice which follows is nul and void and the client has the right not to pay. This person was also a client and has refused to pay after verbally agreeing to have the work done, lucky I did not pay out for materials but it did involve many hours of labour and just starting out I cannot afford to do this again. Please can you advise?
