Do I need to pay taxe d’apprentissage?

I am registered with the Chambres de Métiers. Last week I got a two page letter from them headed collecte tax d’apprentissage, the second page headded, Bulliten de versement pour la taxe d’apprentissage 2014. Do I need to pay this? Also, I moved from department 86 to 87 last August - who should I inform?
