Do I need a licence to sell tobacco products?

My husband is considering starting up an auto-entrepreneur selling tobacco products on markets and over the internet. The products that he is considering importing will include, cigarette papers, filter tips, cigarette lighters and tobacco tins. Just consumables - not the actual tobacco or cigarettes. Which category do you think would be best suited and does he need to have any particular licence to sell these products? If he also wanted to sell alcohol products, wines and spirits, is there a requirement to have a licence to sell on markets or is this only allowed in shops.
