Do I have to pay that even though there is no business income?

I have a question regarding Cotisations des Charges Sociales Provisoire 2016. Since I am not yet an auto-entrepreneur, I received several letters where they want me to pay the charges even though I didn’t earn anything yet and want me to pay charge for the whole year and at the end of the year my business will be opened for five months.

I sent RSI a letter, via mail to explain my income estimation for this year (was told to do so by RSI I think) and now I’m waiting for their answer. To date, I haven’t earned anything yet so I can’t afford to pay them almost 2,000 euros. Is that the right way to go about? I explained to them what my income estimation up until 31 December 2016 and if they can recalculate their charge provisoires according to this number.

Do I have to pay the charges even though I don’t earn anything? If I understood correctly, having a structure as an auto-entrepreneur business in France, I don’t have to pay the charges (besides tax every month/three months)?
