Do I have to pay cotisations when my business in France is not earning?

I have received my SIRET/SIREN number for my professionale liberale (therapist) French business. I do not expect to earn any income for at least three months since I anticipate it will take time to develop a client base. Do I still have to declare cortisations? I do not want to be paying while I am not earning.
