Do I have to pay Contribution Fonciere Des Enterprises now?

I’ve just received the form you fill in with details of your business for Contribution Fonciere Des Enterprises. It has the date 2011 on it. Does this mean that it is regarding a bill I will have to pay in 2011, or will it be in readiness for 2011, e.g. paying it now? I only started my buisness in September.
My husband wants to close his auto-entrepreneur status as it didn’t really work out. I therefore want to put him on as a dependent for my Carte Vitale. Is this possible? How do I do it? He has also received the CFdE form. Does he have to fill it in, or should he send it back with a letter explaining he’s stopped trading? He only started his business in July and has virtually done nothing because of a back injury.
