Do I have to file Declaration des revenus encaisses a l’etranger 2009?

I want to confirm I do not have to file the above for 2009. My carte de sejour switched from visiteur to profession liberale in late June 2009. I opened a boutique under the AE structure in August 2009. For 2009, I consider myself a U.S. resident. From what I understand, I need to submit the declaration des revenus 2009 for my French income, but because I was a US resident, I don’t need to declare my US income for 2009. Is this correct?
