Do I have to charge TVA?

If an Australian on holiday in France visits my store and I sell them a 100 euro product, they can claim the 20% TVA when they leave France to go home, correct? Why do I need to charge them 20% TVA if they are buying from Australia, or do they need to claim it back from French government or do I need to do that for them?
