Disability access requirements in France?

I have permission from the Mairie to open a small tea room in France. I also will be opening as a chambre d’hote. I have already registered the chambre d’hote and it is 3 bedrooms. It was my understanding that as a chambre d’hote I will be exempt from the disability legislation as I am less than 6 rooms. But what happens if I also want to open a tearoom and apply for a change of use to business from residential and register the tea room? And attach this business to the chambre d’hote, will I still be able to open the chambre d’hote without having the disability access legislation apply to it?

Alternatively what are the legal requirements for a garden club, whereby people pay half or full day membership and can view the garden, have access to a garden reference library and in return get free tea and cake or free lunch? It is my understanding that a club can be started by any individual and is not open to the public, as it is members only. Would I be able to get around the disability access in this way? The problem is the house is very old and there is no way of doing major renovation to accommodate a disability toilet.
