Difficulty adding children not born in France

I’m trying to fill in the auto-entrepreneur form but am not able to complete the section to add in dependents. Although I have paid cotisttations to urssaf for 3 quarters I still have not been able to get a carte vitel so have no ss number for myself to add on the form so have ticked the no number box for me. When I complete the childrens details ticking the l’entranger box for their birth details and when I get to the end it says I have not completed the department box - but this does not exist when you tick the l’entrager section. How can I get around this? I don’t want to complete the form without the children on it as it has already been 2 years they have been here without cover.
