Course necessary for basic counselling service?

I would like to offer a basic counselling service for English people. I have a psychology degree and am a qualified teacher as well. I am about to enrol on a level 4 (practitoners level) course and wanted to know if this was OK for in France. This is not offering a Psychologist service but just a basic counselling service.
