Cotisation Fonciere des Enterprises 2011 - forms received?

I have just signed up for auto-entrepreneur and received confirmation (and the usual scam letters!). I now have a letter from the Direction Generale des Finances Publiques, which welcomes me (again), explains my SIRET and SIRENE numbers (again) and advises me where my tax offices are. They include two copies of a form Cotisation fonciere des enterprises 2011 (No 1447-C-SD), which looks like a tax return of sorts, to be completed by January 1st. It asks me to fill in lots of info that they already know then asks for details of (for 2009):

  1. Who I employed (were there students, young lawyers, etc)
  2. Business property (area, etc.)
  3. Type of electricity in use
  4. Various ‘exonerations’ that I might qualify for

I can do my best to fill it in, but it’s a bit daunting, it has no apparent relevance to my business (web designer) and it mostly deals with a period before I moved to France. I had thought that all this was covered by the simplified tax regime and trimestral declarations. Is this normal, please?
