Company credit card for employees?

I am gerante of a SARL and have my own company credit card. I need to provide my seasonal staff means of payment for re-fuelling their company vehicles at times when service stations are unmanned. My bank won’t provide additional company credit cards for them as they don’t have French utility bills as they are only here for 6 months of the year. I’ve looked at some fuel card options, but the brand of fuel isn’t in the areas where they need to re-fuel. Do you know of any solution to this problem? Is it possible to get company credit card that I can issue to staff elsewhere?
