Choosing the best legal structure

I lived and had a business in France until June 2019. The business was officially closed June 2019. I am now in the UK and I would like to open up another ‘organisme de formation’ in France again, whilst I am in the UK. What would be the cheapest way for me to do this?  I have a domiciliation address and a bank account in France. I have an income from Belgium and Germany which I declare in the UK. Is there a way to open a business in France so that I have my siret, but declare the money in the UK? If I were to declare my French earnings in France, which would be the best way, considering the fact I probably wouldn’t benefit from any social security payments benefits or training contributions - is it possible just to pay the income tax on French earnings in France?

Many thanks for your help
