Change of status and social payments

My husband has recently changed his status from Agent Commercial to Artisan. We were asked in our area (06) to cancel his Agent commercial status prior to re registering with the Metiers as an artisan. Up to this point I had been managing his social payments monthly on his personal space with URSSAF. However, since discontinuing his activity as Agent commercial it is now inactive. Today it has notified me that if I have started an activity recently I must wait 90 days. So do I have to wait again for 90days with his new activity? Also, do I now have to apply for ACRE again too?
