Catch 22: securing a"local” for restaurant but not having a financial dossier

I am still progressing on my restaurant project but now finding myself in a catch 22?

I am looking at spaces to rent for “location pure” (not to buy the fond de commerces) because I don’t need a real kitchen with extraction. But quite a few listings refuse to show me the space without a ‘dossier financement solide + garantie bancaire de 6 mois’ but when try to apply for prets d’honneurs such as via PIE, they say I’m too early in my project and I should only apply when I have signed the bail - but it seems pretty impossible to sign a bail without securing financing?
