Can you set up a micro-entrepreneur business for me in France?

I am a copy editor / editor who resides in France (with a European passport). Can you help me set up a micro-entrepreneur business account for this freelance business and obtain a carte vitale? Do I need to have clients before I set up the business or can I set up as micro-entrepreneur before I start billing new clients?
