Can you be employed and set up own business?

I’m posting on behalf of a friend. He currently works for a French company at a job he hates on minimum wage. Would he be able to set himself up as an auto entrepreneur doing odd jobs such as mechanic/gardens/pool cleaner etc whilst still working? One reason would be to get additional income and secondly to get a feel for whether he could get his own business up and running to eventually chuck in his job?
