Can I start French brand from overseas?

I’m based in Hong Kong, but would love to start a French clothing brand and open stores in China. Is it possible to start a French brand without being physically in France? If yes, what are the proper steps to do so? What are the agencies / orgs I need to be in touch with? I’ve been doing research but have been unsuccessful. It would be great if someone could give me guidance.
