Can I register as an auto-entrepreneur?

I understand that the situation with auto-entrepreneur status has changed in France. Please can you clarify for myself and my husband. We live in France full time and it’s our primary residence. For myself, I have not worked in France before. I have a part time freelance marketing contract between now and February working for a UK company. Can I set myself up as an auto-entrepreneur and declare my income from abroad this way?

My husband set himself up as an auto-entrepreneur in December 2011 as a business consultant, but has been unable to find work in France. Is he able to continue with his auto entrepreneur status? He has never received a CFE bill, should he have done so, and do I need to take any action?
