Can I register a cattery before moving to France?

I am not moving permanently to France until next Autumn and intend to set up a cattery business, I have completed the forms for the certificate de capacite, and they have informed me that my English qualifications are recognised, but can’t issue the certificate until I get a Siret number.

We are already registered as an société civile immobilière (SCI) , we purchased our property with this. Would the number from that be acceptable? If not can I register for a siret number before moving to France? Would I also have to inform the local mayor of my intentions to run a cattery from my property?
