Can I complete URSSAF tax returns retrospectively?

I have been asked by my insurance company to obtain a certificate of vigilance from URRSAF. Upon asking URRSAF for this document via their on-line message board, they have indicated that I need to complete a tax return for the 2nd quarter in 2013, which was the time of year that I first registered my auto-entrepreneur business in France. My certificat d’inscription was dated 22/07/2013, and the date de prise d’activite was 10/06/2013.

How can I complete a tax return for the 2nd quarter of 2013, if indeed this is what they are asking for? Is there an on-line source for obtaining tax returns in past years that I can access?
